Adds three apt-archetype novelty CLI modules (cowsay, cmatrix, figlet) for the small-tools modularization. Each defines the 10-function lifecycle contract with a real doctor(). Part of the setup_small_tools split (PRD section 6.6) toward removing small-tools at 0.4.0.
