update validator to check for conditions with incomplete bounds

[AcrylonitrileButadieneStyrene]

adds a check for badge conditions which have bounds but not any thing else, causing the condition to become impossible to fulfill.
necessary due to the frequency this error occurs, having happened in 2 consecutive batches

example output on HEAD:
