base: Update Corstone-1000 FVP to 11.31#309

Update the Corstone-1000-A320 FVP package from 11.30_27 to 11.31.cs1000_a320_2. The new release no longer uses the old Linux64 suffix naming, so select the Linux_x86 or Linux_armv8 archive based on HOSTTYPE. The package now extracts directly to a ready-to-use directory instead of providing an installer script. Extract it under /opt/fvps/Corstone-1000-A320 and expose the model through a symbolic link in /usr/local/bin. Signed-off-by: Sudan Landge <sudan.landge@arm.com>
