Permit an explicit, Coding-owned compatibility enrollment only for the canonical platform sessions root. Preserve fail-closed behavior for custom roots and family-era blob writer evidence, validate legacy shared directories, and avoid unrelated stale state blocking an exact enrollment.\n\nHarden the G17 private fixture now that writer admission is active and cover canonical upgrade plus custom-root rejection.\n\nCloses #603

Promote the startup compatibility fix from lane/harness to main.\n\n- canonical legacy sessions stores gain explicit, validated enrollment\n- custom stores and family-era residue remain fail-closed\n- G17 and Coding budget evidence are updated\n\nCloses #603. Supersedes the lane PR #604.\n\nValidation: all change-aware CI checks passed on #604; local related suite 89 passed; G17 passed; real canonical legacy-layout TUI startup reached idle.
