Add PSEO Skills catalog and portable Coding Agent installation

Adds Skills to the existing Prompt Library navigation and publishes the complete 25-skill PSEO catalog, full instruction pages, and a content-addressed installation bundle. The main page follows the selected Linear dark prototype without its separate masthead. Visitors can copy an installation command or instructions for their Coding Agent; all workflow dependencies ship together, and four PromptLab-specific adapters are clearly scoped.

The new static tool routes are independent of CMS Prompt/Article publishing. Existing Beta content revision and noindex status are preserved. Unrelated local drafts and repository configuration changes are excluded.

Validation

• Lint: zero errors (13 existing image warnings); TypeScript passes.
• 143 unit tests and 2 distribution-generator tests pass.
• Static export: 132 HTML pages and 5,036 valid local links.
• Skills/accessibility static E2E: 26 passed, covering both locale catalogs, all details, clipboard, 320–1440px layouts, keyboard, no-JS and axe.
• Full static browser suite: 83 passed, 3 intentionally skipped for touch devices.
• Compiler validation/build and 18 infra tests pass.
• Clean temporary project installs all 25 skills with the pinned CLI; all 37 resource hashes match. Installed wireframe generator produces 10 real output files.

See frontend/evidence/skills/verification.md for reference hash and detailed scope. This remains an authorized noindex Beta engineering deployment, not a CMS production-release receipt. Deployment and remote install smoke are complete.

• Archive SHA-256: 580cbb1da78f1812fd24ec05c9548e6d9ee874be4ccade4df8d00905b3f0f978 (71,625 bytes), rechecked after final deployment.
• GitHub engineering gates and Preview build passed. CI now includes the actual default branch; the backend job explicitly builds its required publication fixture before tests.

This PR remains open for human engineering review; Beta deployment is already complete under the owner's explicit authorization. CMS content/mirror/release states were not changed.
