Adds append-only Markdown notes for experiments, conditions, and attempts, with retry-safe operation keys and existing Ken topic relationships. Keeps notes documentary so approval, budget, result validity, and verification coverage remain unchanged. Renders notes inside experiment pages with derived-content access checks for protected notes and topic labels, backed by CLI, protocol, and site tests.
