chore: add nowthen project profile - #97

Declare what this project is for nowthen: a Go CLI (with importable pkg/ref, pkg/text and pkg/photo), tracked in GitHub issues, tested with go test and golangci-lint, and released only on a vX.Y.Z tag push rather than on merge. The body records the things that surprise someone arriving to do work here: the changelog/version date agreement enforced in US Central, the 80% coverage floor, the generated pkg/ref data, the depguard allowlist, and that prepare.yaml and release.yaml must be edited together.
