Why does installing v4.11 actually result in v4.10?

Why is the source code package for version 4.11 actually still version 4.10? I compared the code of 4.11 and 4.10, and basically didn't make any changes. So why do this kind of upgrade?

It seems that the master branch is actually the "4.11" version, but shouldn't "Release 4.11" be the released stable version? (The link I used to install it is: https://github.com/zubkov-andrei/pg_profile/archive/refs/tags/4.11.zip)
