The Test Install Script matrix includes ubuntu-20.04, an image GitHub has retired. Jobs targeting it never get a runner, so they sit in queued indefinitely. Runs have been stuck since 2026-10-07, and install-script PRs such as #1918 can never complete their checks. This swaps it for ubuntu-22.04, still an older-LTS check alongside ubuntu-latest. No other change.

Only CHANGELOG.md conflicted. Both pending sections are combined under one
[Unreleased - Minor] heading (the pending level is monotonic; main already
raised it to Minor). main's bullets come first, then the #1959 bullets, which
the CHANGELOG owner will rewrite. No Rust files change in this merge.
