P2: ubuntu-22.04 is itself deprecated: GitHub announced (actions/runner-images #14254) that deprecation of the 22.04 images began 2026-09-17 with full retirement on 2027-04-17. Since this PR is motivated by stuck/queued jobs (22.04 already risks longer queue times now and has scheduled brownouts in Mar/Apr 2027), swapping to ubuntu-24.04 avoids reproducing the same problem within ~6 months. This fix is strictly better than 20.04, but the replacement label has a known expiration date.

This change would replace the retired runner with one that will soon stop accepting jobs.
