fix(prpm.json): shorten writing-relayflows description under 500 chars

prpm publish --package writing-relayflows fails on main today:

❌ Failed to publish package: [writing-relayflows] Manifest validation failed:
  - /description: must NOT have more than 500 characters (maxLength: 500)

The merged description (from #104) was 713 characters. Trimmed to 475, keeping the load-bearing name-collision warning (the reason this skill exists alongside writing-agent-relay-workflows/migrating-persona-to-relayflow for the older @relayflows/core engine).

Left skills/writing-relayflows/SKILL.md's own frontmatter description untouched — it's not subject to prpm.json's manifest schema (500-char cap is only in prpm-manifest.schema.json's description field), matching the existing precedent of migrating-persona-to-relayflow (frontmatter 661 chars, prpm.json entry 477 chars).
