Add FastLanes Linux mixed-schema retry workflow

Summary

• add a manual Linux x86_64 workflow for the pinned FastLanes Python extension
• run the existing fresh-process numeric, string-boundary, mixed 13-column, and malformed-input claims
• preserve build logs, environment metadata, results, report, tar.zst, and checksum as evidence
• keep the result outside the ranking until the real workflow run succeeds
