Purpose

Integrate the optional-ingestion upload capability into develop. Feature work only; VERSION remains 3.2.2 until release preparation.

Changes

• Read DEPLOY_INGESTION_CONTAINER_APP through the existing configuration provider; false disables standalone/Entra Copilot upload controls and rejects attachments before ingestion URL/Dapr lookup.
• Missing retains legacy eligibility; malformed values fail closed with configuration errors. Existing authentication/conversation checks remain; anonymous Copilot uploads stay disabled.
• Preserve text chat/retrieval; do not introduce native Foundry IQ conversation uploads.
• Include regression tests, component documentation, and the required Unreleased changelog entry.

Validation

• Existing offline evidence: 576 source tests passed; 11 installed-package cases including 506 installed-wheel behavioral tests passed.
• .artifacts/optional-ingestion-quality-full.json: lint, typing, architecture, exceptions, policy all passed, zero findings; protected base 4e1e649.
• Source-bound unittest report: .artifacts/optional-ingestion-unittest-full.json; run optional-ingestion-uploads-full-offline; source digest 917dc6d1d8ccf85b5f2d2df503a9756412d52351b3f9aa92be90ee13e7746bac. Reports predate the feature commit; CI must validate the actual PR commit.
• All existing CI checks, including wheel, container and protected quality aggregation, must pass before merge. No policy changes or bypasses.
• Workflow audit: remote main/develop/feature workflow blobs match. Tests builds only an ephemeral CI image and runs offline; no Azure deploy trigger found. No workflow was disabled.
• Offline only: no live Azure reads/checks/deployments and no Azure acceptance claim.

Coordination / rollback

Component README and embedding documentation are updated. Central platform documentation and manifest adoption belong to the subsequent coordinated platform/docs change, outside this UI-only objective. Roll back by reverting this feature through a reviewed PR; retain existing pinned UI until coordinated adoption.
