• document the release gate and Windows-only local Playwright artifact limitation

Included implementation

• atomic normalization of historical ac_* AgentConnection keys with immutable aliases
• rolling-deploy-compatible typed delivery conflict ids
• fail-closed per-candidate isolation when a conflict decision cannot be materialized

Validation

• feature PR fix: normalize legacy connection keys (AXI-134) #76 CI: lint/typecheck/unit and both Playwright shards passed
• release worktree: Prisma generate, lint, typecheck, production build passed
• full serial Vitest: 1,482 passed, 12 skipped
• local Playwright: 53 passed before ENOSPC blocked artifact writes; release PR CI reruns both clean Linux shards
