[main] feat: show workspace panel toggle on utility pages - #209

Background
Jobs, Skills, Gallery, and Usage hid the titlebar control that opens the workspace panel. Those pages should keep the same toggle as chat.
dae34d23: The workspace panel button stays in the titlebar on utility pages. It is still disabled when there is no active session.
