The test fixture contained a "TODO: fix auth checks here" string that triggered AI/scanners reviewing the code to incorrectly believe that there were unaddressed authentication checks in the file, while it was purely intended to be test data for MOCK_RULES.

This updates the mock rule and test fixture to use "issue" instead of "auth" to avoid triggering any false-positives while preserving exact test coverage.
