Promote StobeServer 1.1.1 updates to dev

Summary

Promote the current StobeServer unstable branch into dev for the Stobe 1.1.1 beta line.

Included changes

• NPC History tab, event injection, icon, and exact JSON/legacy recipient matching from Add per-NPC event history and injection #83
• DeepSeek V4 Flash as the Standard LLM with reasoning disabled by default from Use DeepSeek V4 Flash as the Standard LLM #84
• rejection and audit of truncated or failed structured LLM streams from Reject incomplete structured LLM streams #85

Paired Stobe status

No new Dwemer-Dynamics/STOBE promotion PR is possible or required: origin/unstable (bbcfb9e) is already fully contained in origin/dev (0a14b4c) through the prior Stobe 1.1.1 promotion #30. This server promotion introduces no client protocol or plugin build change.

Deployment

The 1.1.1 plugin artifact and release server were previously deployed locally. The complete current StobeServer unstable head 9ba180f was not redeployed as one combined state during this promotion.

Manual limits

No new in-game Kenshi test or live OpenRouter test was performed for this promotion. Leave this PR unmerged for manual review.
