Brings the #720 store, watcher, conversion jobs and AWS deploy over from origin/aanchal/ingest, and connects them to the current committer: - prepare() stages the delivery folder mcap_to_lance.write_delivery writes; the pin hashes those files. - diff() finds a recording's steps table by (lab, embodiment, end_effector). - Hand-off copies to <staging>/mcap-<lab>/<vendor id>/. - commit_round only commits mcap-* sources, then annotation changes, so it can't act on another converter's folders. - The default staging root is s3://rldb/lance_staging_mcap, apart from the migration's. Also mutes ffmpeg while frames_in_message parses a packet: PyAV's batched log lines get past av.logging.Capture. Not run against real R2, Cloudflare or AWS Batch. Replaces #720: watcher, conversion job, staging, approval hand-off and commit round, using ingest's own staging root
s3://rldb/lance_staging_mcap.Tested: the full flow in unit tests against a stand-in store, with MANO off.
Not tested: real R2 ingest buckets or AWS Batch; the AWS GPU quota was 0 when last checked. Not ready for vendors.
