Summary

Adds the opt-in DimensionalQuantities.Extensions.Nautical package on top of #38. It provides conversions for the international nautical mile, fathom, square nautical mile, and knot. Ambiguous regional cable definitions are left out. The provider generates no SI-prefixed helpers.

The README includes a short usage example. Packaged-consumer and symbol-package integration tests cover the new package.

Verification

  • Release solution build: 0 warnings, 0 errors.
  • Nautical tests: 3 passed; packaged integration tests: 10 passed.
  • dotnet pack and package layout check passed for all solution packages and symbols.
  • dotnet format --verify-no-changes --no-restore passed for changed C# files.
  • Independent production and test reviews found no actionable issues.

Definitions follow NOAA's nautical mile and knot reference and NOAA's charting distance conversions.

## Summary

Adds the opt-in `DimensionalQuantities.Extensions.CgsEmag` package on
top of #39. It provides named conversions for practical CGS mechanical
units (dyne, erg, barye, gal), CGS electromagnetic EMU electrical units
(`ab` units and biot), and magnetic units (maxwell, gauss, oersted). The
provider generates no SI-prefixed helpers.

Core gains package-neutral `Acceleration`, `ElectricCharge`, and
`Capacitance` quantity names. The README documents the package and
clarifies that these are SI conversions, not a separate CGS dimension
algebra.

## Verification

- Release solution build: 0 warnings, 0 errors.
- Full suite: 1,013 tests passed, including five CgsEmag tests and
twelve packaged integration tests.
- `dotnet pack` produced all runtime and symbol packages; package layout
check passed.
- `dotnet format --verify-no-changes --no-restore` passed for changed C#
files.
- Independent production and test reviews found no actionable issues.

Factors follow [NIST SP 811 Appendix
B.9](https://www.nist.gov/pml/special-publication-811/nist-guide-si-appendix-b-conversion-factors/nist-guide-si-appendix-b9)
and [NIST's magnetic-property unit
table](https://www.nist.gov/document/magneticunitspdf). NIST
distinguishes CGS EMU, ESU, and Gaussian systems; this package covers
EMU electrical units and named magnetic conversions, not ESU electrical
units.
