A repository adopts records by id under [decide], with an order for each adopted conflict - #434
policy/principles.toml takes [decide] adopt = [...] and [[decide.order]] prefer/over/why.
uphold check prints the adopted list and its orders after the reconciled claims, and --json carries them as decide.
Exit 1: an unknown or deprecated id, an adopted conflict with no order, an order naming a record that is not adopted, an order over a pair that does not conflict, a pair ordered twice.
Exit 2 at load: an unknown key, a missing or blank prefer/over/why, an id adopted twice, [decide] in a bundled set or inherit.paths file.
uphold schema describes the table; the golden is regenerated and tests/schema_cli.rs validates and refuses [decide] documents.
Policies can now list adopted principles and specify which principle takes precedence in a conflict, with a required explanation.
uphold check reports adopted principles and their ordering, and flags invalid declarations, unresolved adopted conflicts, and orders involving unadopted or non-conflicting principles.
JSON reports include the decision policy settings and a count of decision-related refusals.
Documentation
Reference documentation and schema now describe decision policies, validation rules, and report fields.
…ach adopted conflict
`[decide] adopt` names the catalog records a repository's design questions
are answered from, and `[[decide.order]] prefer/over/why` says which side
it takes on each adopted pair in `conflicts_with`. `uphold check` prints
both after the reconciled claims and carries them in `--json`. An unknown
or deprecated id, an unordered adopted conflict, an order over a pair that
does not conflict or is not adopted, and a pair ordered twice are exit 1; a
malformed table, and one in an inherited file, are exit 2 at load.
Closes#430.

Walkthrough
Adds repository-level [decide] adoption and conflict-order policy, validates it against catalog records during uphold check, and includes adopted records and orders in human and JSON reports. The schema, reference documentation, and CLI tests cover the policy format and validation outcomes.

Full details: Title check
Explanation
The title names the main change: a repository adopts catalog records by ID under [decide], and each adopted conflict gets an order. The raw summary and PR objectives both center on this [decide] adopt list and the per-conflict [[decide.order]] entries, so the title matches the changeset. At 89 characters and 15 words, it runs slightly long for a title but remains specific and readable.
Full details: Linked Issues check
Explanation
Issue #430 requires repository-local [decide] adopt and pair orders, catalog validation, refusal of unordered or invalid conflicts, load-time shape validation, check output, and schema coverage. src/config.rs loads and validates the table and rejects it in inherited or bundled files. src/check.rs validates catalog IDs, conflicts, adoption, and duplicate orders, then reports the data in human and JSON output. tests/check_cli.rs covers the required exit codes and reporting. docs/schema/principles.schema.json and tests/schema_cli.rs cover the schema.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue #430. The catalog field supports conflict validation. Configuration and check changes implement [decide]. Documentation, schema updates, and the added CLI and schema tests directly support the new policy feature. No unrelated behavior is demonstrated.

Example omits a required order
The example adopts unix-composability and defense-in-depth, which also conflict, but supplies no order for that pair. Readers who copy it get a policy that makes uphold check exit 1. Add a second [[decide.order]] with a reason, and include it in the sample output.

Fixture comment misstates a conflict
The comment incorrectly says unix-composability conflicts with neither other record. It conflicts with defense-in-depth, and ORDERED correctly includes an order for that pair. Update the comment so maintainers do not mistake that required order for an unnecessary one.

The JSON test at tests/check_cli.rs:1493-1496 checks only /decide/order/0/prefer. The fixture defines a second order, unix-composability over defense-in-depth. If report serialization dropped that entry, this test would still pass. The current code keeps it. decided copies the full table with report.decide = decide.clone();, and that field is serialized. This is a coverage gap for currently correct behavior, not a production defect.

Extend the JSON report test in tests/check_cli.rs to assert that
`/decide/order/1/prefer` is `unix-composability`, ensuring serialization
preserves the fixture’s second order as well as the existing first-order
assertion.
Cover the deprecated-adoption rejection in decided with a unit test that uses a synthetic record.
decided rejects an adopted ID whose record has status == "deprecated" (src/check.rs:1121-1123). No test covers that branch. The [decide] tests in tests/check_cli.rs adopt only live IDs and no-such-principle. If the guard is removed, those tests still pass.
The branch cannot be reached through the shipped catalog today. No principles/*.toml file sets status = "deprecated", so an integration test would need a new catalog record. A unit test does not need one. decided gets records only through catalog::get, which reads the compiled-in RECORDS list (src/catalog.rs:269-271), so the test cannot inject a record while decided keeps that call. Make decided take its record lookup as a parameter, and pass the lookup in from its caller. The Record fields are pub, so a test in src/check.rs can build a record with status: "deprecated". The test can then assert that decided reports the is deprecated failure. The principles/ files and the RECORDS list stay unchanged.
Because no shipped record is deprecated, this branch is latent. The test protects it before a record is first deprecated.

Update decided to accept a record-lookup function and pass the existing catalog
lookup from its caller, then add a unit test in src/check.rs using a synthetic
Record with status set to deprecated. Assert that decided reports the “is
deprecated” failure, without changing the shipped catalog or RECORDS list.
