背景：现有 Skills Runtime 要求 Fusion 自定义版本目录、顶层 version 和列表式 allowed-tools，无法直接承接 Anthropic、OpenAI、Vercel 等社区 SKILL.md。 改动：新增安全 YAML 标准解析层；兼容标准目录、metadata.version、可选 allowed-tools 和旧版字段；无版本文档按内容摘要冻结；现有 verified-research 迁移到标准目录，同时保持 Run、Trajectory 与工具权限收口契约。 验证：完整测试 3568 项、1917 个子测试通过，2 项跳过；架构检查、ruff check、改动文件格式检查和真实社区样本解析通过。 Co-Authored-By: Codex <noreply@anthropic.com>

<skill>/SKILL.md；明确拒绝<skill>/<version>/SKILL.md，不保留旧目录兼容。metadata.version、标准空格分隔allowed-tools，并兼容旧版顶层version和列表格式。verified-research迁移为标准目录和 frontmatter，不改变正文摘要、Run 快照或 Trajectory 展示契约。本轮明确不包含
references/、scripts/、assets/的按需资源执行验证
