vehicles with different endurance, and the autopilot's own SIM_BATT_* parameters were
inert — set, accepted, and ignored, because this simulator owns the pack for those

real time to diagnose during survey testing.

The pack is now part of the spawn request. parse_clearance also collapses into the
generic field parser it had been copied from.
