Summary
Connected players who have not taken a seat are now shown on the table, so a full table no longer hides everyone on the rail.

With 8 seats taken, additional people in the room were invisible to everyone. Closes #47.
Testing
pnpm test: 331 pass, 0 fail after rebasing onto main.pnpm typecheckreports one error intests/texasholdem.test.ts(thepayeefixture is missingdroppedAt), which comes from main and not from this change.Notes
The rail list carries only names and ids already present in public state; no hole cards or deck data are involved.
