Sequential qualification closure
This PR preserves original full live run #25 (
34060321283, sourced0384f76bc4150d33bb8f51ef5981f3243b3cfb3) without rewriting its known C08 timeout or C13 non-ephemeral fallback limitation. Full sanitized capability packages and the original verified archive/provenance are committed.C08 now uses a finite read-only pressure → finish scenario, canonical state aligned before checkpoint creation, and the actual root-checkout compact-only SessionStart configuration prepared before bootstrap. Negative PreCompact stop must terminate cleanly; the repaired checkpoint must permit a real compaction, recovery, reconciliation and completed response. Timeout, incomplete telemetry or changed files cannot pass. The existing 600-second limit remains unchanged. C09/C10/C13 and the product .agents/.codex payload are unchanged.
Fresh template materialization resets all statuses; it cannot inherit historical REPRODUCED evidence. Production release checks now require archive provenance/product-byte identity and complete finite C08 evidence. Current historical #25 is therefore intentionally insufficient for production publication until new live proof is recorded.
Adds hosted actual Codex 0.153.4 loopback C08 conformance alongside existing C09; these tests are explicitly not live model evidence. The existing protected distribution job also checks the conformance prerequisite. A scoped
c08mode uses the existing approved self-hosted workflow and main-only policy. No new runner permissions or auth changes.Local verification of exact tree
a7c30b3d576df1682818320e4d616a1014d0581a: 67 core tests; 191 harness/distribution tests (2 actual CLI cases deferred to hosted CLI job); compile, evidence hash validation, candidate release and deterministic build all pass. Hosted CI including actual CLI must pass before merge. Then self-hosted model-backed testing and import of its exact new evidence are still required. No live result is inferred from the local driver.Documentation now distinguishes archived qualified product results, fresh templates, finite C08 closure, and signed production publication. Historical harness layers remain because they are active dependencies. Temporary recovery/staging workflows are absent from the final tree and squash diff.
