[Feature] [WSGM Core] Build Video Switcher-style standby animation browser / manager #45

Description

@NightHammer1000

Recreate the Decky Video Switcher experience inside WSGM on Windows: browse, preview, install, select, manage and update standby animations, without Decky, Linux tooling or a separate desktop utility.

Not part of the 2.0 milestone.

What WSGM does

Browse available animations, preview them, install and remove them, select the active one, support local and custom videos where practical, show metadata, thumbnails, categories and compatibility, handle updates and replacements cleanly, reset to the Steam default, and persist the selection and installed catalog.

Use Decky's Video Switcher and its video repository as the feature and content reference where licensing allows: repository metadata and schema, asset and download layout, thumbnails, categories and tags, version metadata, and naming conventions. Prefer compatibility with the existing ecosystem over a WSGM-only format.

Standby integration

WSGM orchestrates around Windows standby: the user starts standby from WSGM or Steam, the animation plays, WSGM invokes the real sleep or Modern Standby path at the right transition point, and on resume it restores Game Mode state and cleans up.

Animation playback must never make sleep less reliable. A playback failure must not block standby, missing or corrupt videos fall back to default or no animation, no indefinite waits on media, and suspend cancellation, Steam restart, CEF reload and WSGM exit all have to be handled.

UX

A controller and touch friendly browser and manager on Steam-native surfaces: a custom right-QAM tab or submenu for quick selection and settings, and custom pages for richer browsing, previews and details.

Dependencies

#42 for custom QAM tabs, #24 for custom pages, and WSGM's own power and suspend orchestration for the actual standby action. See the comment below: #43 established that no toolkit playback primitive is needed.

Done when

Animations can be browsed, previewed, installed, selected, updated and removed entirely from WSGM, the existing Video Switcher content works where compatible, the selected animation plays in the real standby flow, resume returns cleanly to Game Mode, and nothing needs Decky or a separate desktop utility.
