Adds Lineth-specific GitHub teams and grants them appropriate permissions on a new lineth-monorepo repository via the org governance config.yaml.
Changes:
- Adds four new teams:
lineth-admin,lineth-maintain,lineth-write,lineth-triage(with member lists). - Adds a new repository entry
lineth-monorepoand maps the new teams toadmin/maintain/write/triagepermissions.
