feat(observers): open a unified monitoring destination

Selecting an observer opens its shareable dashboard at ?tab=Observers&observer=<id>&range=7d. Legacy Analytics/Stats links redirect compatibly; the directory stays mounted so Back preserves filters, sorting and scroll. Packet/node/map contexts retain quick inspection with an Open observer dashboard action. New controls are English/French.

Closes #76. Depends on #75 at e65e8e42ec7bcd75029ebc636645eedc2b889cbf. Focused diff. Presentation #80 and contextual comparison #81 are separate child PRs.

Original feature validation on 3a0eb4c: Windows and native Pi build/lint/full 878 tests pass; exact-head build CI passes (upstream CodeQL skipped). The combined preview also passed legacy/shared links, copied URL, browser Back/Forward, retained search, descending sort and exact clicked scroll-position checks. Desktop/390-pixel phone and English/French/keyboard checks pass. Exact source and rollback are on the preview changelog. Maintainers control merging and production release.

AI-assisted implementation under n30nex's approved plan and standing authorization; no specific human review of this new diff is claimed.

Current integration (28 September): the queue is refreshed onto accepted web dev 17f48fb9. Parent e65e8e42ec7bcd75029ebc636645eedc2b889cbf, published head 4f3819b805ff8293939d1e6fb3918f05cafaadd5. Focused diff. Build/lint/tests pass for this refreshed tree and actual-head build CI passes (repository CodeQL skipped). The full web composition 6b688495 is now deployed on Pi server 2ed2e031, retaining every candidate. Its native build/lint and all 935 tests pass; all 18 public assets and both source archives match. Web assets are byte-identical to the previously geometry-tested build; fresh English desktop/French phone and Public-message packet inspection pass. Current evidence and recovery. Earlier feature-specific validation above is historical. No feature behavior changed in this base refresh.

Docs #5 carries the observer-first plan and subsequent connected-investigation work. The proposed public per-IATA MeshMapper scope catalogue is drafted separately, with manual scopes retained; its endpoint/schema is not yet published. The captured historical 1,810 counter difference remains unexplained, not a measured packet-loss claim.

Requesting changes on two points:

• App.tsx:368-370: the quick-observer modal renders after PacketAnalyzerOverlay at the same z-index. Clicking an advert in it opens the analyzer underneath, so the click looks like it did nothing. The overlay below also never gets inactive, which leaves two active aria-modal dialogs. Please close the quick modal when analyzing, or stack it properly and pass inactive to the lower overlay.
• App.tsx:162: statsTab=observer now redirects, but Analytics still shows the Observer pill (StatsSubHeader.tsx:98, StatsOverview.tsx), and Mesh tab rows still patch({statsTab:"observer"}). Both bounce the user to the Observers tab. Please remove or repoint them.

Also:

• The Observers tab no longer shows ObserverDetailPanel (public key, adverts, analyze). If that's intended, please note it in the description.
• The "observer" key in dropSelectionParam is dead now.
• The new tests are minified onto single lines. Please format them like the rest of tests/.
