Updates to the ON/QC scopes proposal page (English and French):

• Region setup tabs now read "Ottawa and surrounding areas", "Gatineau", "Montréal and surrounding areas" and "Québec City"
• Note under the tabs that zones follow the existing MeshMapper boundaries: not perfect, but how most people already see the map
• "Why airport codes?" adds that MeshCore already uses IATA codes elsewhere (e.g. observer location codes), so separate region names would cause long-term confusion
• Page-only CSS keeps the tab strip inside the content column on phones; the theme's 0.8rem bleed plus this site's wider gutter pushed long tab labels 3px past the viewport
