Fix RUSTSEC-2026-0385/0386 lockfiles and pin Linux test jobs to ubuntu-24.04 - #745

cargo audit --deny warnings now rejects ctutils 0.4.2 (non-constant-time mask generation and u128 comparisons). Bump both lockfiles to 0.4.4; no other crate versions change.

ctutils 0.4.2 -> 0.4.4 (RUSTSEC-2026-0385) and tokio 1.53.1 -> 1.53.3 (RUSTSEC-2026-0386) in Cargo.lock and account-manager/src-tauri/Cargo.lock; no other dependency edges change (cargo deny bans/advisories/sources pass). Interim CI pin: linux-library and linux-integration run on ubuntu-24.04 because on ubuntu-26.04 (new ubuntu-latest) merge_cli candidate-validation readiness timed out and library shards exceeded the 45-minute job timeout; to be lifted once 26.04 is qualified.
