Group only compatible dev-tool updates in Dependabot

Dependabot's first grouped update (#4) put five dev tools into one pull request:

Every CI job failed at npm ci:

typescript-eslint 8.70 supports TypeScript below 6.1. CI was right to block it. But a group that mixes majors can never go green while one of them is incompatible, and it hides the updates that would pass.

Change (.github/dependabot.yml only)

• The dev-tooling group takes minor and patch updates only. A major update arrives as its own pull request, so CI judges each one alone.
• Skipped until the tools around them support the new version:
  • typescript minor and major. typescript-eslint declares an upper bound, and a TypeScript minor like 6.1 crosses it.
  • @babel/* major. Babel 8 needs babel-jest and react-native-builder-bob support.
  • @types/node major. It follows the Node version CI runs, which is 22.
• GitHub Actions updates are unchanged.

How it was checked

• The file validates against SchemaStore's dependabot-2.0 schema. A copy with wrong values (bugfix, and semver-major without the version-update: prefix) fails the same validator on all three fields, so the check is real.
• It passes Prettier.

After this merges I'll close #4, which the new rules would not create. health-data gets the same change next.
