feat(plugin_manager): let a plugin set its shutdown timeout in plugin.yaml - #1350
Stopping a plugin sends SIGINT and sends SIGKILL two seconds later. A plugin that needs longer to close its files, such as one that finalizes a recording, is killed mid-write, and nothing in the log says so. The EGO camera plugin proposed in #1252 is one such plugin; this change gives it, and any other plugin, a supported way to ask for more time.
plugin.yaml key. A plugin declares shutdown_timeout_seconds (greater than 0, at most 3600) in its manifest. PluginManager reads it at discovery and passes it to Plugin, whose stop() waits that long before SIGKILL. Plugins without the key keep the 2 s default, so no existing plugin changes behaviour.
Validation. An out-of-range or non-numeric value skips the plugin at discovery with an error log, as any other malformed manifest does. The Plugin constructor checks the same rule.
Python.PluginInfo.shutdown_timeout_seconds exposes the value. Plugin.stop() and __exit__ now release the GIL while they wait.
Diagnostics. A stop that falls back to SIGKILL logs a warning naming the timeout.
Docs. The device-plugin step of Add a New Device describes the key.

Testing
Ubuntu 24.04, Release, Python 3.12.
plugin_manager_tests: all 8 test cases pass. The new process tests ran 20 times in sequence and 8 times in parallel with no failure. New cases:
the default and a manifest value reach PluginInfo; 0, -3, .nan, .inf, 3601 and a string skip the plugin;
the Plugin constructor rejects out-of-range values before it launches anything;
through PluginManager.start, a plugin that finishes within its manifest timeout writes its output and is not killed, and one that outlives a 0.2 s timeout is killed well before the old 2 s window.
From Python: PluginInfo.shutdown_timeout_seconds reads the manifest value, and another Python thread keeps running while with plugin: waits for a 1 s shutdown.
SKIP=check-copyright-year pre-commit run --all-files, clang-format 14.0.6 on the touched C++, and make current-docs pass.

Stopping a plugin sends SIGINT and sends SIGKILL two seconds later. A

plugin.yaml now accepts an optional shutdown_timeout_seconds, greater than
0 and at most 3600. PluginManager reads it at discovery and skips a
plugin whose value is out of range, as it does for any malformed
manifest. Plugin's stop() waits that long before SIGKILL. PluginInfo
exposes the value to Python. Plugins without the key keep the 2 s
default.
stop() and __exit__ now release the GIL while they wait, and a stop that
falls back to SIGKILL logs a warning naming the timeout.

Walkthrough
The plugin manager now reads an optional shutdown_timeout_seconds value from plugin metadata. The value must be greater than zero and no greater than 3600 seconds; the default is two seconds. The manager passes the value to the plugin, which waits for that duration after sending SIGINT before sending SIGKILL to a process that is still running. The Python binding exposes the value and releases the GIL while stopping.

stop() now releases the GIL, so two Python threads can stop the same
plugin at once. stop_process() unlocks between polls and sent SIGINT on
every call, so the second caller's SIGINT could cut short the cleanup the
first one started; a Python plugin sees it as a second KeyboardInterrupt.
Hold a stop mutex for the whole stop_process(). A concurrent caller waits
for the stop in progress and then finds the process gone. The test plugin
now abandons its cleanup on a second SIGINT, and a regression test stops
it from two threads.

A Plugin that Python drops without stop() or a with-block is stopped by
its destructor, which can wait up to the plugin's shutdown timeout while
pybind11 holds the GIL.
Give the Python binding a unique_ptr holder whose deleter releases the
GIL, and have PluginManager.start return it. pybind11 2.13 has no
release_gil_before_calling_cpp_dtor, and the C++ destructor stays free of
Python.

The EGO plugin needs longer than the plugin manager's 2 s to close its
files, so this branch added a shutdown_timeout_seconds argument to
PluginManager.start and PluginConfig for callers to raise it. NVIDIA#1350 moves
that setting into plugin.yaml, where each plugin declares it for itself.
Restore the plugin manager and PluginConfig to main's versions, keep the
orbbec_ego_camera entry in TeleopSession's monitored plugins, and set
shutdown_timeout_seconds: 15 in the EGO plugin.yaml. The plugin manager
ignores the key until NVIDIA#1350 merges.
