从 @moss-mini-demo/report-schema 唯一 public entry 导出 strict DecisionInputV0_1Schema 和 inferred type。
实施步骤
- 合并/落地 accepted ADR 0004。
- 组合现有 Schema，不复制 intent/quote/capability/simulation 字段定义。
- 加 contextual SourceReference 验证。
- 拒绝完整 PreflightReport 和所有 forbidden fields。
- 加 package-name import smoke。
验收

Dependency cleared by the Maintainer Accepted decision in #18: #18 (comment)
M1-08 is now Ready. ADR 0004 and the strict public DecisionInput boundary must implement the accepted v0.1 correction before #6 begins.
