What this PR does

Before this PR:

the-boss pinned prometheus-skills-mini at 86b2c7e; its tracked built-in skill copies did not include the agent-team family.

After this PR:

The submodule points to merged mini commit 2782c3a, and resources/skills is synchronized with all 57 mini skills, including agent-team-creator, agent-team-handoff, agent-team-manage, and agent-team-models. The production packager includes those skills in the next application build.

Why we need it and why it was done in this way

the-boss packages the pinned mini repository and also commits synchronized copies for built-in skill discovery. Updating both surfaces keeps development installs, CI drift checks, and release packaging aligned.

The following tradeoffs were made:

The parent pins the merged mini commit rather than a feature-branch commit, and includes generated skill copies, so the change is larger than a one-line gitlink update.

The following alternatives were considered:

Updating only the gitlink was rejected because pnpm skills:sync:prometheus:check would fail and the tracked built-in catalog would remain stale.
