ci: Release on macos-latest (queue escape)

Summary

Post-#73 Release run stayed queued ~58m on ubuntu-latest and was cancelled. Pending changeset match2-private-stdio-tighten cannot become a Version Packages PR until Release runs.

Rotate runs-on to macos-latest (same escape used earlier for Actions queue).

• Changesets opens Version Packages PR or publishes
