Closing as superseded / counterproductive for the current OIDC Release potato.

#84 intentionally pinned Package CI / Changeset / Release to ubuntu-22.04 to escape the hosted runner queue so the pending changesets can publish npm >0.6.0. Merging this Renovate flip back to ubuntu-24.04 would undo that. Tip Release 35168792509 is already on ubuntu-22.04 — leave it alone until a cut lands.
