Release the already-merged shared skill library feature and Codex installer settings correction together. Native Changesets generates 0.9.0 and consumes both pending changesets; verified compiler/runtime pins stay on Agent Bundle ab5ae66.
Validation: independent PASS on exact head 72af47e; rebuilt and packed 0.9.0; actual source-free native Codex 0.154 probes pass enabled replacement and disabled/unknown refusal. This uses the repository's canonical Changesets release branch and existing trusted publisher. The older generated head was refreshed with an exact lease while its generator job remained unstarted.
