Remove six unreferenced implementation plans/specs for the already-shipped Codex relay (278 lines). Keep the current architecture and verification record. Add concise AGENTS.md instructions: publish exclusively through the existing GitHub release Actions with OIDC, preserve auth/data during deletion-first cleanup, and avoid local publishing workarounds.
Validation: no references to deleted paths remain; product source, tests, package metadata, lock, and workflows are unchanged; diff checks and native Changesets status pass with no package bump.
