Purpose
Record the architecture frozen in the September 6, 2026 design thread without silently converting unresolved design questions into executable canon.

Adds a staged implementation sequence from common kernel through UCNS, EDCM, menagerie creation, survival kit, AHBG mode, social adapters, learning kits, commerce, and art overrides.

Renames the repository-facing identity to TIWCG while preserving POLITICS as current executable base content and SCARED SACRED as Expansion Set 1.
