ram tests currently call write_abstract_lef which produces a LEF with detailed obstructions. This is unnecessary and cumbersome. RAMs typically have whole-layer obstructions.

write_abstract_lef -bloat_occupied_layers should be used to create LEFs with whole-layer obstructions to reduce complexity.
