PRs e pushes passam a testar contra a API num container (docker-compose.yml, imagem fixada pelo digest), sem depender do Heroku nem de dados alterados por terceiros. A execução diária continua contra a API pública, para perceber mudanças de comportamento dela. O Dependabot passa a acompanhar a imagem.

A atualização da imagem é uma troca de digest, sem versão semver, então não entra no auto-merge e passa por revisão manual. É o desejado, porque uma versão nova da API pode mudar o comportamento testadoTest plan
