It seems like this whole workflow is obsolete. See the notes about PYPI_API_TOKEN and TEST_PYPI_API_TOKEN here https://packaging.python.org/en/latest/guides/publishing-package-distribution-releases-using-github-actions-ci-cd-workflows/. Strongly recommend refactoring this workflow to future proof

Description
pypa/gh-action-pypi-publish@masterhas been sunset, which causes the workflow that publishes to PyPi to fail. This PR changes the action that publishes to PyPi inpypi-publish.ymlfrompypa/gh-action-pypi-publish@mastertopypa/gh-action-pypi-publish@release/v1.13. It also removes the matrix strategy since the build has been tested with different pythons versions inpython-package.ymland to avoid publishing the same version to PyPi multiple times.Fixes
