Summary

Adds an OCC comment-letter PDF rendering path for SR-OCC-2025-801, including the generated letterhead PDF, WhyDRS logo asset, and a SEC cover-page reference image.

Impact

This gives the project a reproducible script for building the SR-OCC-2025-801 letterhead PDF and updates the issue README to point at the PDF artifact.

Validation

  • Reviewed the branch diff against upstream/main
  • Confirmed origin/pdf-compilation is pushed and up to date
  • No automated tests run; this was a publish-only PR creation request

Add a reusable script to render the final OCC comment as a Times-styled PDF with first-page WhyDRS letterhead, formal section numbering, page footnotes, and continuation handling.
