chore: ship full Apache-2.0 LICENSE + NOTICE - #14

LICENSE was a 15-line boilerplate stub, not the actual license — recipients never got the Apache-2.0 terms. Replace it with the complete Apache-2.0 text and fill the copyright line (Copyright 2026 X-Square-Robot). Add a NOTICE file crediting: - incorporated/adapted code: quack CuteDSL kernels (Apache-2.0, in dmuon/kernels/) and gram-newton-schulz (adapted in newton_schulz.py); - design inspiration: Muon (Keller Jordan), Moonlight (Moonshot AI), and PyTorch FSDP2 (BSD-3-Clause). pyproject: license-files = ["LICENSE", "NOTICE"] so both ship in the sdist/wheel (setuptools only auto-includes LICENSE*).
