feat(org): Phase 3 in-host Tasks org-ui slice - #63

Add Organization Tasks as a host-owned work-item store under FREEOS_HOME/org/tasks.sqlite, with org-ui pages at /organization/tasks and /organization/tasks/:id. This is not Octop cron, project chat, or the optional sidecar.

Organization Tasks is now an in-host Organization sub-UI. Same seam as Announcements / Org chart / Employees / Skills / Governance / Knowledge: shared
org-uipage + thin Dashboard adapter + host/api/org-module/tasks*+freeos org export-standalone.No sidecar, no iframe, and no openXYOS task chat replacing FreeOS/Octop agent conversation.
