Change

compat.bitty was >=0.5,<1.0, an aspirational floor that rejects every 0.0.x host (install exits 4 before activation). It is now >=0.0.24,<0.1, matching the verified 0.0.24 host and the range already used by palette and bar. No other manifest field changes.

Verification

• just check — pass (fmt, markdown, metadata, hygiene, paths, manifest, lua, lua-control, 43 tests)
• bitty-plugin-lint bitty-plugin.toml — valid (0 errors, 3 pre-existing high-risk capability warnings)
• Range admits 0.0.24 and keeps the restrictive <0.1 ceiling.

CI is red on a pre-existing repository defect, not on this diff: .github/workflows/ci.yml runs just check without just install / bun install --frozen-lockfile, so the manifest, lua, and test recipes fail at the deps guard (dependencies are not installed). Sibling repos (copy-mode/search) install pinned deps before just check. Local just check passes (43 tests). This PR stays unmerged until the workflow install step lands (separate CI fix authorized by the owner) or the branch is merged with an admin override, which would leave main red.
