Summary

Closes SQLite handles deterministically across BTDU, profiles, global infrastructure, passports, provenance and rights stores so Windows qualification can clean temporary databases without WinError 32 file-lock teardown failures.

Evidence

  • base release: v3.4.3 / 528b70a
  • remediation commit: f9fff2c
  • Python 3.11.9 qualified full suite: 281 passed + 27 subtests, clean before/after
  • security/fail-closed tranche: 180 passed, clean before/after
  • failure reproduction on pristine tag: 31 teardown failures, all observed as Windows SQLite file locks during TemporaryDirectory cleanup; source remained clean

This is resource-lifecycle hardening. It does not change protocol origin, authority, rights, settlement semantics, economic entitlement, or the immutable v3.4.3 tag.
