사용자 결정으로 NuGet에는 올리지 않고 리포에서만 1.3.0으로 정리한다. 태그를 붙이지 않는다 (`v*` 태그 푸시가 publish 워크플로를 돌린다). 공개 표면은 추가만이라 breaking이 없다. - `<Version>` 1.2.0 → 1.3.0, `PackageReleaseNotes`를 1.3.0 기준으로 재작성(나중에 게시하면 그대로 쓴다). 동작 변경(쪽 여백 15 mm · 블록 자동 위 여백 NaN · 블록 삽입 위치 · 모든 표의 Tab 행 추가 · 무변경 명령 · HTML 출력)과 보안 2건을 앞세웠다. - `PublicAPI.Unshipped.txt` 89줄을 `Shipped.txt`로 이관(574 → 663줄, 정렬해 끝에 추가, BOM 유지), Unshipped 비움. 라이브러리 빌드 0/0. - CHANGELOG `[Unreleased]` → `[1.3.0]`, 맨 앞에 "NuGet 미게시" 표시와 "올릴 때 확인할 것" 7건. 빠져 있던 포인터 캡처 상실 수정(bdc36d7, 1.3 2단계)을 항목으로 추가. - README: 상태 1.3(NuGet 최신은 1.2.0이라고 명시), 테스트 953, AOT 수치, 표 행·열 명령· `PageMargin`·공개 단축키 표. - 로드맵: 현재 상태 표와 1.3.0 정리 체크리스트. 검증: 테스트 953/953(2026-09-29), JIT↔AOT 동등성 스윕 두 페이지 바이트 동일(PR #60 포함 빌드).
