…release gate refused The Release run for the version commit (run 36191397517) stopped before publishing: the opening sentence of encapsulated-transfer-syntaxes.md made a 403-character release bullet against a 400 cap. Nothing was published. As the gate directs, this reverts the version commit, which restores the consumed changesets, and opens that changeset with a short sentence, moving the list of transfer syntaxes into the paragraph after it, so Changesets opens a fresh Version Packages PR. The Release run for the 0.1.0 version commit stopped at the release-notes gate before publishing anything. As the gate directs: revert the version commit (restoring the consumed changesets) and correct the refused changeset, so Changesets opens a fresh Version Packages PR. Checked locally by simulating the version commit and running the shared release-notes prepare, assert and changelog-check: all pass.
