What moved

README.md carried the whole capability readout inline and measured 84818 bytes, well
over the 22400-byte ceiling the umbrella spec pipeline/active/S0308-submodule-agent-doc-budgets/children/fhir.md
binds it to. Three sections move out under their existing headings, byte for byte:

section new home
## What works today body documentation/what-works-today.md
### XML codec and cross-format equivalence documentation/xml-codec-and-cross-format-equivalence.md
### Bundles, references, and Bulk NDJSON streaming documentation/bundles-references-and-ndjson-streaming.md

Every heading stays in README.md at the point its section left, above a short pointer to
the new page. No heading is renamed, no line is deleted, and no link inside the moved text
needed re-basing because the moved text carries no markdown links.

README.md: 84818 -> 8631 bytes.

Why documentation/

It is this repo's durable-docs directory already: CLAUDE.md points the narrative at
documentation/agent-notes.md and the architecture records at the decisions subdirectory
beside it. Two further properties matter here:

  • It is not in package.json files, so the npm tarball contents do not change.
  • It is not in SURFACE_PATHS in scripts/check-no-internal-refs.sh, so the public-surface
gate keeps scanning exactly what it scanned before. The pointer link targets are checked
against that gate's internal-repo-path rule and none of them matches it.

Evidence

  • No text lost: every line of the base README.md still appears in the new README.md or
in one of the three new pages (sort -u of the base against sort -u of the four files,
    comm -23 prints nothing).
  • Heading reachability: every heading in the base README.md is still reachable from
README.md or from a page it links to. Prints nothing.
  • Link resolution over README.md and over all three added files: no absolute link, no
link outside the repo, no missing target. Prints nothing.
  • Package contents unchanged: npm pack --dry-run lists the same four entries before and
    after (CHANGELOG.md, LICENSE, README.md, package.json); only README.md's size
moves, from 84.8 kB to 8.6 kB.
  • Local gates green: pnpm typecheck, pnpm lint, pnpm format:check, pnpm test
    (90 files, 2489 tests), pnpm check:no-emdash, pnpm check:no-internal-refs,
    pnpm check:docs-set.

…t into documentation/

The README front page carried the whole capability readout inline and measured 84818
bytes. Three sections move out under their existing headings, byte for byte, into
documentation/: the "What works today" body, the XML codec and cross-format equivalence
section, and the Bundles, references, and Bulk NDJSON streaming section. Each keeps its
heading in README.md above a short pointer at the point it left, so no heading is
renamed and no line is dropped.

documentation/ is this repo's durable-docs directory: CLAUDE.md points the narrative at
documentation/agent-notes.md and the architecture records at its decisions subdirectory.
It is also outside package.json "files" and outside the public surface the
no-internal-refs gate scans, so the split changes neither the npm tarball contents nor
that gate's reach.

README.md: 84818 -> 8631 bytes, against a 22400-byte ceiling.

Superseded by #134, so closing this one unmerged.

This PR split the README's capability readout into three pages under documentation/ and kept each heading in the README as a pointer. Since it was opened the README grew from 84.8 KB to 99.6 KB on main, so this branch no longer carries the current text. #134 takes the same direction further: the full readout moves unchanged, re-cut from current main, into one page, documentation/capabilities.md, and the README becomes a slim page with install, the executed quickstart, status, an API outline, a PHI and safety section, and links to docs.cosyte.com/fhir and documentation/. The README comes in at about 10 KB, well under the 22,400-byte ceiling this PR was working toward. One page rather than three, because the README no longer keeps the headings as pointers, and one page keeps the readout's existing anchors (#what-works-today and its two subsections) working in a single place.
