Adds the changeset and CHANGELOG entry that release #161 (EB-13 procedure identifier on the 271) as 0.1.1, a patch.

  • .changeset/eb13-procedure-271.md: patch, describing the new procedure on 271 benefits, the builder input and its refusals, and the one consumer action: a hand-built X12EligibilityBenefit literal now needs procedure: undefined.
  • CHANGELOG.md: a 0.1.1 section, and the previous notes now sit under 0.1.0.
  • Removes test/release/release-prep.test.ts. It asserted the manifest was still 0.0.x and that pending changesets resolve to exactly 0.1.0, so with 0.1.0 published it fails on any new changeset and would block every release. The 0.1.0 readiness document stays as that release's audit.

Local: format, em-dash, internal-refs, lint, typecheck and the test suite pass.

…release-prep gate

Adds the patch changeset and the CHANGELOG entry for the EB-13 procedure
identifier that #161 added to the 271 reader and builder. Patch, by the
maintainer's decision: "Do NOT cut a minor. Its a patch".

Removes test/release/release-prep.test.ts. It was written for one release:
it asserts the manifest is still in the 0.0.x band and that the pending
changesets resolve to exactly 0.1.0, so with 0.1.0 published it fails on
every later changeset and would block every release from here on. The
0.1.0 readiness document stays as the audit that release was prepared
against.
